yes, Thailand is much more cheaper compare to the other countries you have mentioned. All though the standard of living has increased in big city like Bangkok, but, it is still cheaper compare to Canada/USA.

I think accra, Ghana is a very frugal place to live, having been born there the cost of living is very low compared to some other places.

I also live in toronto, canada but I wouldn;t say that it is a frugal place to live as it is very expensive, i currently live with my brother otherwise It would have been challenging moving here.
